Occupational Safety Health Lead
The OSH Lead coordinates and enforces OSH compliance execution across assigned PH sites, ensuring DOLE compliance is provable through audit-ready records (drills, inspections, training, incident logs, corrective actions, and required submissions). The role owns the standard OSH reporting and emergency response operating model (processes, templates, training, cadence, and evidence) deployed consistently across all sites. The OSH Lead owns end-to-end incident capture across all reporting channels (Wellness, Security, Places, Operations), ensuring events that do not reach the clinic are still logged, triaged, documented, and addressed.
The OSH Lead leads emergency preparedness, response coordination, and post-incident validation across shifts, partnering with Places, Operations, Security, Wellness & People Teams, and WFM to align onsite headcount (including contractors) with required OSH staffing and compliance requirements. This is a hands-on, execution-heavy role measured by readiness, documentation discipline, and consistent closure of risks and findings.
Key Responsibilities
- Own site emergency readiness across shifts, including emergency communications, escalation paths, role clarity, and cross-functional coordination between (Security, Operations, Wellness and Places teams.
- Create, maintain, and roll out the emergency response strategy and standard operating procedures across all sites, including required training and documentation standards.
- Coordinate real-time response during incidents/events and lead post-incident validation (headcount accountability, evacuation support, site safety checks, after-action reviews) through corrective action closure.
- Maintain ERT structures and drill readiness per site; plan, execute, and document drills with after-action improvements and corrective actions.
- Execute and sustain OSH compliance aligned to DOLE/DO 252-25 and internal standards; own the compliance calendar and maintain audit-ready evidence packs (designations, trainings, inspections, committee records, incidents, drills, submissions, action tracker).
- Support audits/inspections and drive timely closure of findings, risks, and corrective actions.
- Own end-to-end incident capture and triage across all channels (Wellness, Security, Places, Operations), enforcing a single reporting workflow, correct classification/escalation, and complete evidence.
- Enforce incident reporting controls and run regular reconciliations (Security/Facilities logs vs clinic logs and absence patterns) to eliminate unreported cases and drive compliance.
- Run governance cadence (OSH committees, incident reviews, readiness checks, compliance reviews) with documented minutes and action tracking.
- Maintain Safety Officer staffing and coverage plans based on onsite headcount (including contractors), operating hours, and risk profile; reconcile rosters with People teams, Places, WFM and flag gaps early.
- Define and track Safety Officer output expectations (inspections/logs, committee support, incident documentation support, action closure).
- Ensure OSH committees and worker representation requirements are met with complete documentation and follow-through.
- Maintain training matrix and competency tracking; coordinate awareness sessions and qualification plans to close gaps (including Safety Officer levels).
- Ensure compliant disposal of retired assets and regulated waste (e-waste, busted fluorescent lamps) via permitted/accredited vendors, with complete audit evidence retained (manifests, Certificates of Treatment/Destruction).
- Ensure continuous PEZA compliance and inspection readiness, including required documentation/submissions, PEZA monitoring coordination, permit requirements (including fit-outs), and closure of findings/notices.
Qualifications
- 3–5+ years experience in OSH, safety compliance, workplace/facilities operations, risk management, or related field; multi-site/BPO environment strongly preferred.
- Working knowledge of Philippine OSH regulatory environment and DOLE compliance expectations.
- Demonstrated ability to run an execution-heavy compliance program: logs, audits, inspections, drills, incident capture/triage, incident documentation/investigation support, and corrective action closure.
- Strong documentation discipline and comfort operating a compliance calendar with recurring deadlines.
- Experience implementing standardized multi-site workflows across cross-functional teams and third-party providers, including training, adoption tracking, and escalation for non-compliance.
- Proven ability to coordinate cross-functional owners and enforce closure on compliance actions without direct authority (strong follow-through and escalation discipline).
- Confident facilitator: can deliver training, run committee meetings, and influence site leaders without formal authority.
- Willing and able to travel between sites as required; able to support incident response and critical events.
- Comfortable operating in 24/7 environments and coordinating readiness and response across multiple shifts.
- Proficient in Microsoft Excel/Google Sheets and basic reporting tools for tracking compliance, headcount, training, and actions.
Preferred Experience & Skills
- Safety Officer certification track strongly preferred; ideal candidate is qualified at SO3 level or higher (or able to reach SO3 within a defined timeline).
- Experience implementing contractor safety controls (orientation, permits-to-work where applicable, vendor compliance documentation).
- Experience coordinating with building administration, emergency services, and government agencies.
- Experience building ERT structures that work across shifts.
- Strong spreadsheet/process skills for headcount reconciliation, training matrices, and compliance evidence management.
